In the Matter of: Petition for Air Quality Rule Change

To Whom It May Concern:

We, the undersigned, are writing to express our support for the air quality rules proposed by Western Resource Advocates, HEAL Utah and Utah Physicians for a Healthy Environment.

Given the high levels of dangerous air pollution that too frequently clog our valleys, we are eager to see our state air quality officials consider a wide array of strategies to limit emissions. Because the proposed package of rules has been vetted through a rigorous stakeholder process and has incorporated expert input, we believe that they are worthy of being put out for public comment.

We believe these rules can be a key piece of the state’s efforts to prevent bad air quality days and protect public health. They will allow improved enforcement for existing air quality laws and will offer additional tools to ensure that sources stay within their permitted limits. The rules will also increase public faith in the air quality permitting process.

The three rules:

  • Prevent short-term emissions spikes by ensuring that big industry complies with 24-hour emissions standard.
  • Ensuring that all substantial pollution increases are offset. ·
  • Increasing the frequency of stack testing and requiring continuous emissions monitoring systems where feasible.

We know that not all stakeholders will support all parts of these rules. However, we do believe these rules are worthy of a public conversation and debate with informed input from a wide array of Utah interest groups, businesses and citizens.

Because our state has been out of compliance for nearly a decade with federal EPA standards for fine particulate pollution, or PM2.5, we need innovation, creativity and leadership. This package of rules is an opportunity to further that leadership at a critical moment. We urge the Air Quality Board to vote on March 2 to put these rules out for comment, to offer an opportunity for a debate on these pioneering suite of rules.
